1. In a medium saucepan, place the broccoli and just enough warm water to cover the broccoli.
2. Cook for 8 minutes or until tender.
3. Set aside and do not drain.
4. Heat the milk in a large saucepan.
5. Blend in the cheese and flour and whisk until smooth.
6. Add the cream and bouillon cube and stir to combine.
7. Add the broccoli and water to the mixture.
8. Season, to taste, with salt and pepper.
9. Heat to hot and serve.
