1. Heat the oil in a 2-quart saucepan over medium-high heat.
2. Add the chopped onion and cook for 2 minutes, stirring frequently.
3. Stir in the broth, water, Italian seasoning, frozen broccoli in cheese sauce and tortellini.
4. Bring the mixture to a boil, stirring occasionally and breaking up broccoli.
5. Add the chicken and cook about 4 minutes, stirring occasionally, until the tortellini are tender and begin to float.
6. Stir in the tomato.
7. Top each serving with 1tablespoon shredded parmesan cheese.
