1. In a medium saucepan, add ham and water. Bring to a boil. Boil ham for 10 minutes.
2. Add broccoli to saucepan, cook until tender.
3. Add flour to a small bowl. Gradually add milk, stir until well combined.
4. Reduce heat to low.
5. Slowly add milk mixture to soup, stir constantly while soup thickens.
6. Simmer for 5 minutes, stirring occasionally.
7. Add Swiss cheese. Continue simmering until cheese melts.
8. Season with salt and pepper.
