1. In a large stockpot or Dutch oven, saute onion and garlic until onions are soft.
2. Add olive oil, vegetable broth, crushed tomatoes, mixed vegetables, okra, chopped green chilies, dried savory, sugar, salt, dried tarragon, and white pepper.
3. Bring to a gentle boil over medium high heat.
4. Reduce heat to low, cover and simmer 15 minutes.
5. Serve hot.
