1. Add ½-cup milk and flour to small bowl. Stir until smooth.
2. Add remaining milk to large saucepan. Simmer over medium heat.
3. Add finely chopped chocolate to small bowl. Spoon 1-cup hot milk over chocolate.
4. Stir to melt chocolate.
5. Add chocolate mixture to hot milk.
6. Gradually stir in flour mixture, while stirring.
7. Stir in sugar, butter and ground cinnamon.
8. Stir constantly 5 minutes until thick and smooth.
9. Remove from heat. Let stand 1 minutes.
10. Serve warm with panettone or hard cookies for dunking.
